Defense ministers from France, Germany, Italy, Poland, and the United Kingdom gathered in Paris on Monday to discuss additional support for Ukraine. The five-nation group, which last met in Berlin in June, is also expected to address wider European defense needs and the ongoing conflict in the Middle East. French officials described the session as a critical moment for assessing next steps in the war effort.
The meeting took place while fighting intensified on both sides of the front. In southeastern Ukraine, regional Governor Mykhailo Semikin reported that a Russian strike on Zaporizhzhia injured four people on Monday morning. Ukrainian emergency services later confirmed that two additional individuals were hurt in separate Russian attacks on the Chernihiv region.
Moscow detailed its own offensive operations, with the Russian Ministry of Defense stating that its forces targeted a power station and a warehouse in Kharkiv. The ministry also claimed strikes on a power station in the Khmelnytskyi region, port infrastructure in Chornomorsk, and a cargo vessel near Odesa. Russian officials said the vessel was being used for military purposes.
A Ukrainian drone attack in Voronezh, Russia, resulted in two deaths and 17 injuries, according to regional Governor Alexander Gusev. The strike hit a commuter train in a left-bank suburb, where debris from the drone fell on the moving vehicle. Gusev stated on Telegram that the attack also ignited fires at several industrial businesses, a business center, and a residential building, though he noted that industrial sites sustained no major structural damage.
As the war enters its fifth year, the exchange of strikes has grown more severe. President Volodymyr Zelenskyy outlined a new condition for de-escalation in an interview aired on Sunday. He said Kyiv would halt its targeting of Russian oil refineries, a move demanded by US President Donald Trump, only if Moscow stops striking Ukraine’s power infrastructure. Zelenskyy argued that if Russian attacks on the grid continue, Washington should either permit the use of Starshield over Russia to detect missile launch sites or supply Ukraine with Patriot missile systems.
Ukraine announced on Saturday that its access to the Starlink satellite system and its military variant, Starshield, had been restored. The systems were fully functional after a period of restrictions that lasted more than a week and disrupted military operations. The restoration followed a period of heightened tension between Kyiv and Washington over communication capabilities.
Diplomatic efforts continue in parallel with the military engagements. Negotiators from Ukraine, Russia, and the United States are scheduled to meet in Abu Dhabi, United Arab Emirates, during the first half of November to discuss potential pathways for the conflict.
